Same reason some people get gold frames on their eyeglasses, I guess. *shrug* Yes, these are optical, and the whole thing that matters is clear delivery of the light that gets flashed into one end and seen at the other. Unless something ends up obscuring that hole in the end, the choice of material for the connector is largely irrelevant. The optical fiber inside and the lining of the cable sleeve are what matter.

No, the Toslink standard does not provide enough bandwidth for Dolby Atmos. The only cable that currently supports Atmos is HDMI.

if your sound bar has an optical connection it will work. You need an optical connection to connect each end of the cable to.
