Is there a chart somewhere that says when/what to use 60/40 for and when to use 63-37 instead?

the lower temp 63-37 is more prone to cracking although rarely is an issue.
60-40 is best if you are not concerned with the temp difference

Question 2

I just received this solder and nowhere on the packaging does it indicate a rosin core. Directions also say to add flux, Is it in fact Rosin Core?.

If the roll of solder you received from this page does not say: "44" ROSIN CORE - on the right side, in the yellow stripe, then it is not the solder you paid for.   I am 66 years old, learned to solder electronic components by having to complete a full 16 hour course during my electronics training in the USAF back when I had just hit 18.  ALL the solder provided to work on the aviation and aerospace gear I dealt with while in service was Kester "44" with 60/40 ratio.  PERIOD.  I still have a few empty spools from back then.  The only difference is they were metal spools back then, and the label was a paint-printed like a soda can.  BUT the label looked the same (1971-75) then as it does now.    It quite definitely says that is it rosin cored.   If the label is missing (can happen these days with printed paper labels and plastic spools that don't accept glue well)  you can test for rosin core by cutting off some of the tip (to remove the seal your solder iron left there)  and if you then heat the solder with an under-temp iron, the rosin should "bubble" out the open end before the lead/tin melts.

Kester SN60-/PB40 solder or Kester SN63/PB37 solder, 44 rosin core will both work well for audio and circuit board applications.
