Is this good for Gundam model kit for 1/144 scale?

No idea about the model kit. This tiny drill is plastic handle. I used it to drill holes in pressed penny coin. Works ok.

may i use the hand drill with smaller bits i have than 0.8 mm, down to 0.3 mm?

I have tried drill bits down to 0.5 mm, and it really doesn't grip the bit enough to use it effectively.

Can this drill cut through soft metals like copper, brass, or silver?

No! The drill bits are terrible and won't even cut through soft plastic or wood!
