Not at all...maybe a touch warm. Can easily drink immediately after putting hot hot coffee in there.

Is this designed to be used with a mug warmer?

I’d say no. The double-wall mug is designed to not transfer heat between the walls so the temperature of the outer wall has little affect on the inner wall, therefore a mug warmer wouldn’t be useful. Plus the bottom is made of a plastic-like material. Not sure how that would react with a heating plate.
