What country is it manufactured in?

It does not matter where in the world a product is manufactured.  The company that orders the product has 100% complete control over every aspect of the manufacturing: materials chosen; how constructed; level of quality control; error tolerance, etc.  It is the COMPANIES that are making the choice to produce and sell inferior products, as well as outsourcing American jobs, to increase profits.  If a company receives products that are inferior to what they contracted for and ordered, the company rejects them because the actual manufacturer has breached their contract.  Of course, it is to the companies’ benefit to allow customers to continue blaming the country they are made in, instead of blaming the company itself and the COMPANY’S decisions to take advantage of their brand’s trust to substitute inferior products, all in an effort to have continually increasing profits.  In short, the companies are feeding their greed. Do you think your IPhone (or other smart phone) is a piece of sxxt because it (or at the very least, the major majority of its components) are made in the Far East?  A better question to ask might be: How does this product compare to the ones made by this company decades ago?  This question keeps the company putting their name on the product squarely as the responsible party, as it should be.  It may give you much more valuable information when making a purchasing choice, and It also sounds less racist.

Does somebody know if it has a locking feature to ensure a close or snug measurement??

Yes, the Singer 50003 will lock in place and will retract if you push the retractable button on the back of the product. Hope this helps.

Does it have the inches measuring marks?

Yes.  The tape has inches on one side and centimeters on the reverse side.
