On the Noctua website on 11.02.2019 it say that cpu coolers will now ship with am4 mounting brackets. is this true?

I just ordered one of these and there was no 4 mounting plate. The rest of the kit was there but the plate was too small to mount the fan on the CPU

Does this include a thermal compound or will we need to buy one separately?

It includes noctua nt-h1 thermal compound. I used Arctic silver 5 since I had some. They're both good.

Is it safe(er) to oc an amd fx6350 with this cooler?

If you're asking whether it's safer than a stock cooler, the answer is yes.

Good and easy installation

Very quiet and very easy to install, supports LGA 1200 and AM4 motherboard socket. And comes with thermal paste, and good packaging by Noctua.
