How dark is the navy blue? Is it a true navy or is it lighter? And can it be used on a mesh hanging basket?

It comes out pretty dark on cotton jersey, but it is not true navy; more like dark-rinse blue jeans. It depends on the mesh. If it is nylon or acrylic, the chances are the dye won't "take." It does pretty well on polyester microfibre, and very nicely with cotton.

I got some bleach areas on my dark blue dress. Would it help with that?

It should. Or get a fabric marker depending on how big the spots are
