Why does the kit comes with two nuts?

For use on two different routers I presume.

Does it fit for a makita router

I have a Makita RT0701CX7 1-1/4 HP* Compact Router Kit which includes a plunge base. Using a Makita Template Guide Adapter (321492-3), which is an additional purchase, the Powertec Router Template Guide Set fit perfectly.

What is the "shoulder size" of these guides? What is the thread diameter of these guides? Without such info one cannot determine what bases they fit!

By "shoulder size" I guess you mean the diameter if the guide. These are 1 3/16" and fit in most bases (Porter Cable, DeWalt etc). I don't know the thread diameter but it should be irrelevant as the proper nuts to lock the guides into the router base are included.
