It doesn't say made in the USA, It says "manufactured by Sergeant's Pet Care Products, Omaha NE." but this doesn't mean made in the USA, It could be made in China by Sergeant's pet care products located Omaha NE. These humans are incredibly tricky. MUST SAY "MADE IN USA" Nothing else.

No, it doesn't foam, but it's the easiest to see when brushing back teeth. Many of the gels are hard to see and you can't tell if you covered the back area. This is a paste like people toothpaste.
