can it roll dough to 3/16" thick?

It can definitely roll the dough that thin, and even thinner. It just gets harder and harder the more your trying to make it thin. Definitely have flour handy, and be prepared to catch really long dough, thin and long dough.

Why is it stainless steel?

At a guess, I'd say the pasta maker is stainless steel for the strength, weight, and durability of that material. Stainless, of course doesn't rust, which is an important characteristic of any kitchen tool. Steel can withstand the considerable force involved in cranking out stiff dough. They could have used, say, cast aluminum, but in the case of this machine, aluminum's relative light weight (usually a selling point!) would probably be a deficit; the force you need to apply to the crank could overbalance the machine or cause it to shift around annoyingly on your work surface. Plus, there's the cost; stainless steel is considerably cheaper than aluminum, or any similar-weight, rust-proof metal. Hope that helps.
