Could it be used on a 30 lb cocker?

Depends on what you want to do with it.  If you want to clean up ears, face and maybe feet would be ok.  If you are planning on cutting down the dog into a summer clip then it would not work.  Mainly for fine detail, for anything larger you will need to get an electric dog groomer clipper.  Even some of the clippers that look like they are made for humans, do not have the power or the blades to do a decent job on a cocker.

Question 2

How wide is the blade?  I have a mini poodle and a toy poodle and want to do the pads of their feet and maybe between their toes. Is this small enough

Hi Sue, The blade is about an inch wide.  This is wider than some other trimmers advertised for trimming the feet, but since it is wide I never worry it nipping the soft skin between the toes since it doesn't reach to the skin.  I use this trimmer for my Havanese, and I think they work very well on the pads of the feet and I also use them for trimming the long hair that sometimes grows across their eyes (from the middle).  I also use this trimmer to trim the "sanitary" areas of my dogs and their puppies.  It is perfect for those harder to reach / narrow places.  The guard is okay, but I tend to use the trimmer without it.  Make sure you keep the oil for it, as it really is needed to keep them trimming well.  I have 4 dogs, and I can usually trim them each about 4 times (so 16 trims total) before the battery seems low.  Since it's only one AA battery that isn't too bad.  Hope this helps!  ~Colleen

While this trimmer is great for trimming the paws, face and ears on most pets it is not ideal for thicker furs or matted coats. I would recommend our MiniArco, or BravMini+ for removing small sections of matted fur. Please let me know if you have any further questions.
