Can I just buy the shampoo without getting the 980mL bottle?

depends on the vendor, but the two are supposed to be used together, if you use a different conditioner it might not be compatible, with undesirable results

Will this help regrow new hair?

Did not help me however this product did “Not your Mother’s”. It takes a few months but huge difference for me.

Can you use this product with colored hair?

I think so. My hair was highlighted, and didn't change colors, but stuff was not effective to prevent / minimize hair loss. Good luck to you.
