It is a 4 pin fan, however; it could be connected to 3 pin but it will run at full speed, according to the manual

No it does not but the nh-u9s comes with two sets of retention clips, two for each fan.

Is this NF-A9 PWM delivered with a Y-adapter for two fan hookup?

Yes It is complete with a Y csble, an extension cable and a speed reducer. It is packed in a quality box like expensive watches with formed padding.

Is it possible to wire with 2 wires, a hot and a ground?
