How many octo fan controllers can be used in one computer? i would like to use two of these for two separate loops.

I see no reasons why you couldn’t use as many as you have motherboard usb slots available. The software seems set up to show each device individually already.

This os able to hook up to motherboard via usb 2.0?

You use the motherboard's USB headers. Each header allows for a single 4-pin/5-pin USB connection. The OCTO comes with that cable so you typically don't need anything else. You may need to get a splitter like "Splitty" if you don't have enough headers on the motherboard and still want to utilize your case's front USB ports. Just remember that the bandwidth is shared across all the devices coming out of that header.
