Yes. This product does come hardware which includes 4 pieces of 10-32 cage nuts, 8 pieces 10-32 of screws and 4 pieces of 12-24 screws.

I have round-threaded-hole racks. Could the product to convert round holes to square holes?

Yes. The front of the product has the square rack hole that accept cage nuts. As long as your cage screws' heads are big enough to hold the adapter up or you have washers on it, you're good.
