will these fit true 2x10s?

Not sure what you mean by true 2x10. It fits 2X? lumber which is 1.5 inches wide. If your lumber is 2" in width then it will not fit. As for the depth, the tie does not have to be the full depth of the lumber for it to work, as you can hang 2x6 joists with 2x4 hangers, you just don't get as much support as you would with more holes for nails or screws.

Is the actual width of the hanger 1.5", 1.75", or 2"?

None of the above. Out of the bending die, the inside dimension of the hangar measures 1.562” meaning the joist (1.50” width) slides into the hangar with 0.031” clearance on each side.
