At 60 psi, the tube was noticeably expanding. is that normal? it does state it is safe at 70 psi.

It should not do that. I was able to pressurize mine to 100psi. No issues with my tubing.

It was working great but suddenly it's as if it got stuck. The CO2 comes out slowly and it doesn't reseal. Can this be fixed or should I return it?

Yes, it can be fixed. Unscrew the top. There is a spring, a white piston & a clear O-ring. Remove everything. You may have to push the piston out since the O-ring is most likely pinched between. When you re-assemble. Place the O-ring over the cone end up to the groove on the shaft. Insert the piston & o-ring back into the assy. Place the spring on the back of the piston over the shaft & re-secure the cap. It will work... Until the seal is blown out again.
