Hi, i'm not too tech savvy. will this allow me to connect to a 2nd led display that has a vga? would like my pc to have a second display monitor.

No, this is for connecting a device that has a serial comm connection. It will not work for video/displays even though the pins look similar (this is 9 and video is usually 15 pins).
