The question is "Where is it made", NOT "where is it manufactured".  Nature's Bounty chose not to answer the question as asked, choosing instead, to use the word "manufactured".  There was a reason for this.  
"According to the Federal Trade Commission, 'Made in USA' means that all or virtually all the product has been made in America. That is, all significant parts, processing and labor that go into the product must be of U.S. Origin".  
I believe that this FTC regulation was intended, in part, to prevent companies from deceiving consumers.  Is the FTCs regulation working the way it was intended?  Sometimes the answer is NO.

Question 2

Does manufacturer guarantee this provides the 10,000 iu that is stated?  Purchased another brand and my levels dropped significantly.

Additionally, the FDA recently enacted Good Manufacturing Practices (GMPs) for the dietary supplement industry.  These regulations define standards for manufacturers of dietary supplements and require manufacturers to evaluate the identity, strength, purity and composition of their products.
