Just brought one of these to go on a out building. do i need 2 of them to boost the signal from the house wifi?

Depends on the distance, it can just be used as a signal extender. I used a pair to cover a distance of around 300m

Does this connect to wep and wpa? Or only wpa2? A lot of wifi hot-spot use wep and wpa.

You should always use WPA2 now, 99% of devices accept this standard.

Will this connect to a bt whole home disc in a house to send signal to another unit and bt disc in a garage 30 Mtrs away?

I cannot say for definite, but we have wholehome WiFi discs around our club, and this antenna connected to our router using the same SSID and password as the BT Wholehome, and people on the other side of the ground (a good 40 mtrs away) are able to connect and access the internet as if they were in the club, using only one of these TP link antenna.

where we live has no broadband so our only internet is from Voda phone sim only router but service is hit and miss. Would this help improve it?

This will only make a connection between two points, one of which must have internet connection. It will not connect to the cellular network directly. If you do have a better location to install your Vodafone router e.g. the end of your garden or on a hill at a friends house then this will help you get that connection into your house but you may need two of them, one at each end. I suspect that this will not solve your fundamental problem of poor coverage.
