can you charge and use it at the same time?

You can use it while it is charging but you will not get the full power, as you would when the unit is fully charged.  Please be advised that a full charge will last for about 2 hours of use.

Is this cordless?

No, this unit is not cordless.  The cord stretches to 10 feet in length.

However we anticipate at the end of June or beginning of July, the MP64 cordless manicure/pedicure set to be available for sale in North America (US and Canada).

Apply to 220v?

How about clarifying the statement that it's not designed for a 220v outlet? The specification sheet says, "Input: 100-240 V~; 50/60Hz; 0.2 A Output: 5 V 1.0". Correct me if I'm wrong -- the plug that comes with the MP62 is not for a 220v outlet, but with a proper plug adapter, there is no problem with the MP62 working internationally. A voltage converter is not needed based on the specification sheet.
