Will this work with a samsung galaxy s10 lite?

Hi, Sharon. The Belkin F7U081 is designed to be used with USB-C phones, tablets, and computers that contain an audio-enabled USB-C port. It has been tested to be compatible with the following devices: Samsung Galaxy Note 10+ Samsung Galaxy Note 10 Huawei P30 Huawei P30 Pro Google Pixel 4 Google Pixel 4 XL iPad Pro 12.9-inch (3rd generation) iPad Pro 11-inch

Will this work with a power adapter (1st port) and a webcam (2nd port)?

Hi, Nick J. The Belkin F7U081 is designed to be used with USB-C phones, tablets, and computers that contain an audio-enabled USB-C port.

Does is work on a Windows 10 laptop so that I can simultaneously charge are use the 2nd port for data?

It should do as it's only a connector. Make sure you buy the real thing, there are lots of copies that don't work.
