Why does the description mention "beer brewing" if the material is not food safe/food grade?

Because homebrewers don't always check that box.

Would the strainer work for removing broken down materials when washing coco coir?

I think so. I used mine in a hydroponic system for keeping super tiny insects off the plant (placed a bag over the plant---worked great). The super tiny insects are much smaller than the pieces of a coco coir.
