Can this power supply output 650mA? Or is it only able to output 600 or 700mA?

From the product page : "SPECIFICATIONS: World wide Input Voltage 100 ~ 240 V, Output Voltage 18 Volt, Output Current 1A, Max input current:0.5A, MaxRated Power: 18W" The specification says the Voltage output is 18V. The output amperage used is depended on the device you are supplying power. This adapter according to the specification can go up to 1 amp. You indicated you need it to supply 650 mA or 0.650 Amp. 0.65 Amp is under the maximum limit of 1 Amp. This means if your amperage needs are under the 1 Amp then this adapter should provide the current you need. I had to return this adapter because the connector was the wrong connector.

I have a art deco picture that hangs on the wall with a plug in outlet on side . Will this work

It will only work if you get a power supply with the right voltage and polarity 18 volts is probably too high if it is not labeled than the best course of action would be if it ran off battery figure out batteries combined voltage and go from there.
