It acts like a fake computer monitor or TV so computers that won’t run, or do certain things remotely without a real screen attached think one is there.

If I plug one into my laptop and the other into my tv will whatever is on my laptop be seen on my tv ?

No, this is just to make your device or graphic card think its plugged to a monitor, when its not.

I am looking for a product that could help bypass the hdcp issue when projecting my i-phone 13 to a secondary screen via hdmi cable. would this work?

No it does not make the screen forget about HDCP. Your iPhone will be on a different input anyway and they all need to be HDCP compliant. It's a dummy screen anyway, it's good for a headless PC, it makes the PC think a monitor is connected so there are no limitations.

Has this product been tested with a macbook pro intel edition running big sur?

Yep works fine on a Intel MacBook Retinta Pro running Big Sur. The MacBook thinks there is a large 4K monitor attached.
