Can spray and use vaccuum cleaner ?

It is for use in steam cleaners. I suppose you could use it to spot clean with a rag, but the spray cleaner named resolve is the best for spot cleaning. Resolve can be purchased most anywhere.

Anyone know if they (Hoover) make an UNSCENTED product. The basic "linen" smell was a bit too strong for my family.

2x concentrated. How many ounce per gallon is recommended?

Add 3 ounces of concentrate per gallon of water. And I would use very,very warm water but NOT boiling. Just from your faucet.
