What material is dupont tyvek material? is it nontoxic?

I am not familiar with the term "tyvek". They appear to be ordinary cardboard folders and work very well with no odor. Wish I could be of more help. Maybe reach out to Dupont.

Do these have the rubber band closure?

No. They do not have rubber band closure.

The description is inconsistent. Does it expand to 3.5 inches or 1.75?

The folders expands to 2 1/2 inches, maximum!
