1) I have no reason to believe that black plastic is unhealthy. 2) I'm the past I have bought pocket combs where the teeth are sharp enough to scratch my scalp but that is not the case with the ones I received as I have no problems using them

No. They come in one plastic packet like the ones you would get greeting cards in.

How is the quality of this comb?

For me personally I think the combs are fine as they are at a reasonable price and last. The bonus is you can always replace it whenever as you have spares. They are plastic but sturdy enough.
