Will 9"x12"envelopes drop down into the secure area? we're trying to securely collect fundraiser donations for our pto.

No, I don't think that large an envelope would fit into the drop slot. I have had the experience where the regular 9" x 4" envelopes have problems falling if they are stuffed with cash or documents.

Will the opening fit rolled Quarters?

Yes - it looks like it could easily fit 2 rolls of quarters through the drop slot and several more in the actual reservoir.
