Does it make a lot of noise?

It is a solid piece of equipment with no moving parts. It does not make any sounds.

Has anyone had an issue with the product not being level? How can I balance it?

The four round disk/feet on the bottom are levelers. You can screw them in or out to the desired lengths to level the tower.

How to put it together

I returned mine because the support brace for the back was incorrect. It was too wide. After reading other comments others had the same problem.. hopefully this helps

What is the purpose of the suction cup at the bottom?

You can adjust the height of the suction cup to adapt to the flatness of the ground and be more stable.
