Is this 12 1.5 oz packages or is it 12 packages that each make 12 quarts???

Both questions are correct. There are 12 containers. Each container weighs 1.5 oz. Each container holds 6 "sleeves" of tea powder. Each sleeve makes 2 qts. All the sleeves in a single container will make 12 qts.

I only received 1 ten pack not six ten packs like I ordered and paid for how do I get my other five packs?

This just happen to me as well. Amazon resent the package and I got 1 10 pack again and then was finally refunded

so how many packages do you get. the picther shows 6 and how many contaners?

The order I received had 12 containers with each container having 5 packs. Hope this helps. Note: I bought the flavor Orange which has only five packs in each container. Others have 6 packs in them.
