Yes. They are on the handle, you need to pull down on the handle (both sides) to lock the brakes.

Yes the backrest is solid and sturdy. My mother and fatherinlaw both use one of these.

What is the handle height? My current one is 37" and that's not quite enough.

Maximum handle height as indicated on the manufacturer's website is stated as 38". If you need something taller, I'd suggest models from brands that are specifically indicated as "tall." Be prepared for higher pricing, but also higher quality comfort and warranty. It's best to find a store in or near your local area that has a specialty, variety and track record of customer service.

If there is anything wrong with the item or my parent won't like it, how hard is to return it? I always buy Prime, so I don't know the process.

I bought this for my husband who had spinal fusion surgery. It is very well made, went together easily and worked great in the house as well as outside. The one the hospital gave us kept catching on the rugs (which I could not get rid of since then the floor would be slippery). It's a bit bulky to travel with, but nothing I couldn't handle. Did not have to return it as it worked just fine.
