Is it normal for these to charge to 1.45 Volts and 2250-2300 Mah? Using a lacrosse BC-700..

it is normal. all charge will charge above 1.2V (NiMH rated) for a while.. and that 1.45V will drop back to 1.2~1.25 quickly after you use for 10min.

Should i use the Centura LSD AA batteries or the Premium AA batteries for a low drain device, like LED candles that are on daily but draw very little?

In my experience, the Centura do a great job in lower drain devices, like remotes, computer mice and, in your case, something like an LED candle. I use mine in my wireless keyboard & mouse for hours every day and only charge every couple months. I've had the same set for about 2 years now, and they don't seem to have degraded. I have some Eneloops, too, but I haven't noticed much difference for the price for this sort of use. I'd buy the Tenergy batteries again. I'd use the Eneloops or the Tenergy premiums for higher drain devices, like a camera.
