Can 2 adults and 2 medium sized dogs fit in a 2 person tent?

These sizes are tricky. Most of the measurements are APPROXIMATELY 2 feet x 6 feet per person and that's with people sleeping shoulder to shoulder (and my shoulders are notoriously wide). So while a 5x7 tent might be called a 2-person tent, it's about right for me, my 60 lb. dog and my pack and gear. In GENERAL, I think you can half the "person" size to get to a comfortable size. A 6-person tent can sleep three comfortably, maybe even with a dog or a smaller child added. A 4-person tent is about right for two people and a dog, or a couple and a small child (though be mindful of your gear... if you fill it up with stuff, you'll be packed tight).

Can you cover the windows

Yes. The second layer can cover the window.

Would a tarp be recommended for an external layer of protection from the ground?

I always recommend an additional tarp be put down underneath the camping tent to avoid any possibility of moisture coming up from the ground, and to avoid extra cleaning of the tent.

Can you use this for gas powered generator while running for generator only ?

Maybe someone that has done it will respond but if not I will say that it is big enough to provide plenty of space on all sides. I would definitely make sure that nothing else is near the set up and far away from your house. It kept me dry in torrential rain that lasted about an hour. Hope some of that helps.
