My son is a tall 8 year old. He wears size 2 shoes. Would these work over his rain boots?

I think they are going to be too large and baggy. I wear a size 12 and they fit me just right but even I had to tie the tops so they wouldn’t come down.

Yes. it is big enough. There is a strap that will fit under your shoe or you can put your foot thru it and your foot inside of shoe.

My calves are 21 inches. Will these fit over them?

No. The widest part at top is 19". The foot part is very narrow as well. It barely fit over my bare foot, size 9. I had to cut and sew Velcro onto the bottom straps to hold it in place.
