Can this be hung outside on a fence above a garden - year round ?

We hung the cross on the inside of the house so I do not know the answer to that question.

What are the dimensions of the cross please (height, width)

i ccant off the top oof my head, and im in the hospital ad cant move but looking at it i would say 8"wide by 10" tall,

Looks just like the photo. Came well packaged. Has a spot in the back to hang it but I added some command strips for extra protection. This would definitely break if it fell. I love it!
