My turbine is spinning slow and the wind is 11 mph. wind voltage on controller is 1.5v-2v and the wind current is similarly low. not charging?

The turbine is rated at it highest speed. If it spins slow it barely puts out

Is the dump resister only for wind power dumping?

Yes, the Dump is for the Wind Turbine side only. The Solar doesn't overpower in the same way & is regulated by the controller.

Why is the turbine in brake mode, when voltage is low, wind 10mph and sun is going down? Should'nt the brake release?

yes, it should be in free spin charging mode, unhook the wires and hook them back up, hopefully it will reset
