Is this the same as the one that's rubbed along floor and spins without the need of using the string?

No! This one has to have the string wrapped and be thrown. You looking for a Whizzer

What is the plastic ring for? Almost threw it out.

We don’t include that ring anymore. Anyway, the ring is used to go on the top of the top. It’s another way to wind the string.

Tenía pensado comprarlo pero siempre no, los de madera duran más.¿

This is lighter weight with a plastic tip. That makes it suitable for indoor play and practice.

Approximately 2.875" tall x 2" diameter (at widest point), hard plastic. Includes string and accessories.
