We used a small hammer tacks through the white round clips then loop the lights round. I can send a photo if this helps

Of course. Mine have been up a few years. Command do a version called 'decorating clips' and they are very discreet. They are for Xmas lights.

Would the pegs hold 10 x 8 size photos and 7x 5?

Yes, but if they were the larger size it might be wise to use two pegs per picture if there was the slightest hint of wind in the air. Warning, be very careful how you open the battery box lid, it slides but it is a bit too easy to break if you are heavy handed with it.
