How high from the desk does the bottom of the monitors stand (24")?

The pair of Dell 27" monitors I have are just under 7" above the desk. I hope this helps.

What are the dimensions of the base?

The base is not a rectangle. It is almost a trapezoid with the shorter (and straight) side in the front and longer (slightly curvy) side in the back. It can fit in a 19" x 10" rectangle.

Would this still allow me to vesa an intel nuc behind one of the monitors?

Unfortunately no. The VESA port on the monitor will be populated with the connection to the monitor stand. You may be able to balance the NUC on top of the mount but not connect to the VESA port.
