Can you stand 12 inch Barbie dolls in here? I know,it says 11", but I thought maybe top of lid space, might help.

I doubt you can. The inside is smaller than I had thought because of the rails for the blue hanging folders it comes with and the top lid is flat.

Why only 3 cheap tabs on a 12 hanging folder.. That will get my past 2 weeks.. Anyone else see this not work long term?

No. But if I am working on files out of the box, I leave the lid open and the lid doesn't get in the way of removing the files.

If this was left outside in the rain would it keep the contents dry?

I believe that the contents would stay dry in the event of rain.
