Can this product be used to clean clothes before going to Iceland as they have strict riding equipment requirements?

I don’t know about Virkon for clothes but Milton Tablets in the washer should do the trick for gloves jods and chaps. Virkon will work on boots.

Is that ok to desinfect rat cage after lice treatment?

I think it should be ok so long as you thoroughly rinse and dry before putting in new bedding and rats back
