What size for a 7 1/8

I wear a 7 and sometimes a 7 1/8, depends on the company. I got 2 small/mediums and they both fit fine. One fits better than the other, but I’m picky when it comes to hats.

is this dark navy as shown in photo or is it a lighter navy? I need it to match my dark navy fire uniforms. Ordered a wht/navy & blue was too light.
