Will this work for an ATV engine oil leak ?

It should work fir any oil leak. Just adjust the rate if infusion based on how much oil your ATV.

Will this help lifter noise ?

No in my humble opinion will nit help with lifters. This product is leaking seals and may help with that problem. For lifters I would change oil and filter very often lije 1000 miles and try it twice to see if any improvement. Give a try and may improve situation.
