Are these placemats "waterproof" against the occasional soup spill for example?

These placemats are not waterproof because they are wovened by Vinyl. But it can prevent food debris from soiling the table. They have a good heat insulation that protects the table well. Dark Gray is very beautiful.

can these be cut down to a smaller size without the edges fraying?

Not sure about this, What I will say Is ours look like they have sealed edges so personally it’s not something I would attempt

Does liquid go through them onto the table

Yes it does if you drop enough, they are almost woven nylon material which naturally have small holes. I think they are great as you can give them a quick wipe over if anything is dropped on them.

Are these Non slip, i.e they don't slide on the table, rather than plates don't slip on top of them.

Yes our mats do tend to slide BUT that may be down to us having a glass top to protect the wood of the table. Otherwise the mats are great.
