What material is it made of?

It’s a dense hollow molded plastic cover. I’ve been using them for 4 years, good insulation value, drip edge to keep colony dry. Good product!!

will these work for both 8 and 10 frame hives? not sure how to specify which size I need when ordering.

It is made for a 10 frame but comes the some hardware to adapt for an 8 frame. I used it on 10 frame hives so I don't know how the adaptor will work.

Are they hollow? Can they be foam filled?

Yes they are hollow, to fill them you would have to drill a hole.
