will this make my headphones listed as "line in" in the playback devices list for windows 10?

TBH that I do not know. I do know that when it is plugged in you have a selection for a USB audio device that, so far, is picked up by default in Win10 and I used a few recording studio software programs to test and it had picked it up easily. Although I am unsure how to answer your question because my adapter is at work...I do know that if your headset has a microphone it will work just fine.

Does it work with telephone style handset with 3.5mm plug? i got one that works in cellphone but when i plug into pc can only hear, but not be heard.

I have the same problem. When i use my iphone ear buds. I can hear sound, but the mic does not pic up any sound. The ear bud mic works fine when i use it with my iphone 6. So the ear buds mic is good.

Can this be used for output from a tv to headphones?
