I see questions on if for $25 this is a set of two or a single brace. please clarify. my assumption is for $25 i get two braces?

Not sure where you are seeing this. It's $24.99 (as of 7/23) for 1 brace. $49.98 for two braces. I purchased 4. They worked out well for me.

Correct this is a single brace - I originally planned to return my order as well but would up hanging on to it to compliment the others I'd ordered.

which portion is 16 inches? height from floor to top of steel support? or is 16 the depth of the finished step

How deep can the board be for the step?

I used two 6x2s with a small gap between to allow drainage, without issue.
