If the power goes off while the saw is running, does the tool stay off after the power is restored?

This safety off switch, does NOT do what your question is about. However, you CAN have that IF you install a 110/220V "magnetic" switch; in SERIES with this device. Of course IF you hit the "STOP" switch in this device, and then the power goes off; the motor, will NOT come back on when the power comes back on.

Can you mount this on it side and the paddle stay down?

NO. The paddle FLOATS! IF the switch is in the upright position, you can lift the bottom on the paddle up 90 degrees (Straight out).. See the "flat" top of the paddle arms. If you mounted this switch upside down, the paddle will be straight out.

How many poles / throws, and normal-open / normal-closed circuits?

This switch is DPST. Both contacts close in the 'on' position and both open in the 'stop' position. There are no other contacts. Switch works great on my router table.

Can you tell me which wires go to which posts I am wireing for 120 v table saw 1 3/4 hp. No markings no instr. Thanks

Go to Powertech website for information on the switch. Powertecproducts.com/71007-110-220v-paddle-switch/ . The second picture has demintions and a small schematic of the switch. A multimeter will tell what matches up when the switch is active. As long as you use the same end as supply/ line (since it is a simple switch) it won't matter.
