Does this really improve video quality (dvds, vhs tapes) versus other “converter” boxes that don’t claim to upscale?

It won't improve really. It just converts to HDMI.

Can u connect an GameCube to this device ?

You should be able to. I have a Playstation 2 connected to it.

Whats the input delay like with this converter, i blindly bought another one it was like a full second behind?

It sounds like there may be another issue here? I am using my converter with a newer smaller model TCL androidTV and an older good quality TOSHIBA DVDR/VCR unit. I run the sound thru my stereo system instead of the TV speakers and have not seen any delay between sound and image. I also am using higher quality connectors between both the converter & player and the receiver & player. Now I did run into some seriously frustrating issues with other HDMI converters and a SONY BRAVIA androidTV. In fact, I ended up having to replace two components with new SONY HDMI compatible equipment.
